Council approves records request related to complaint

The city council following a closed session voted to approve the release of records after waiving attorney-client privilege. 

The records request came from former city council member Keene Winters, who made the request after the city denied his complaint that the city was taking on more debt than state law allows. 

Winters claimed city staff were misclassifying debt in order to get around the state debt limit. But in a presentation before the city council, outside legal counsel Quarles and Brady disagreed with that assessment. 

Winters in his records request sought a copy of the opinion provided to the city in making its determination on the complaint.
